Peter is in Asia Minor, guess Europe.  He is telling the people how important having Jesus in their hearts is, and that the room for sinning is a lot less or gone.

Many people grapple with feelings of guilt, unworthiness  and burdens of past mistakes. The verse offers a powerful reminder of Christ s sacrifice is sufficient to cleanse us from all sin and transform their lives. It’s a message of internal redemption rather than using external means.
