For a little background, verses 12 and 13 are the starting verses that verse 14 finishes.  Solomon had just dedicated the Temple and God is giving His response to Solomon and the Israelites.  This is similar to the message found in Deuteronomy 28.  God says in verses 12-13, “I have heard your prayer and have chosen this place for myself as a temple for sacrifices. When I shut up the heavens so that there is no rain, or command locusts to devour the land or send a plague among my people…”  These leading verses add a little more meaning to what many may recognize as a familiar promise from God given in Scripture.  God is reminding Solomon of the previous agreement. Obey and be blessed.  Disobey and receive judgement.
